On September 15, 2025, the Opening Ceremony of the 4th Young Uzbek Cadres Training Program was held at JUST. This training program was sponsored by the Foreign Affairs Office of Jiangsu Provincial People’s Government and organized by JUST. The opening ceremony was attended by Jin Shangjun (Deputy Director of the Foreign Affairs Office of Jiangsu Province), Ubaydullaev Kutbiddin (Deputy Consul General of the Consulate General of Uzbekistan in Shanghai), Yang Jianxin (Secretary of the Party Committee of JUST), Ren Nan (Vice President of JUST), and Li Muwang (Vice President of JUST. The opening ceremony was chaired by Vice President Ren Nan.


Secretary Yang Jianxin delivered a welcoming address to welcome the young Uzbek cadres to attend the training program at JUST. He pointed out that JUST is characterized by its three distinctive advantages of “naval architecture, marine science, and sericulture”, and it is one of high-level universities under construction in Jiangsu Province. Uzbekistan is an important partner in the joint construction of the Belt and Road Initiative, and the sericulture industry serves as an ancient bond connecting the friendship between China and Uzbekistan. JUST’s Sericulture Research Institute houses the world’s largest germplasm resource bank for silkworms and mulberries, and the “Huakang” series of disease-resistant silkworm varieties cultivated by JUST have been successfully promoted in Uzbekistan, becoming a significant symbol for agricultural cooperation and cultural exchanges between the two countries. He hoped that the young cadres could cherish the opportunity, study diligently, and use this experience to strengthen China-Uzbekistan exchanges in science, culture, and talents, further promote in-depth cooperation in sericulture, and contribute their youth to the building of China-Uzbekistan community with a shared future.


On behalf of the Foreign Affairs Office of Jiangsu Provincial People’s Government, Jin Shangjun extended congratulations on the successful opening of the training program. He stated that Jiangsu Province attaches great importance to exchanges and cooperation with Uzbekistan and regarded it as a natural partner and a sincere friend in the Belt and Road Initiative. In recent years, under the strategic guidance of the heads of both countries, the exchanges between Jiangsu and Uzbekistan at all levels and in various fields have become increasingly close, with cooperation in key areas such as economy, trade, culture, and education continuing to deepen. This training program focuses on silkworm and mulberry cultivation, agricultural transformation, rural revitalization, etc. Through theoretical study, case analysis and site visits, we will share Jiangsu Province’s successful experience in the relevant fields to promote exchanges and mutual learning. The trainees will visit the National Silkworm Germplasm Resource Bank and the Mulberry Germplasm Resource Garden to further learn about the development and utilization of sericulture resources and the integrated operation model of the industry and experience the latest achievements of Jiangsu’s new practices in Chinese-style modernization.


Deputy Consul General Ubaydullaev Kutbiddin expressed his gratitude to the Foreign Affairs Office of Jiangsu Province and JUST for their meticulous preparation for the training program. According to him, young cadres are the backbone of Uzbekistan’s development. This training provides a valuable opportunity for Uzbekistan to learn from China’s experience in agriculture and rural revitalization, which will further deepen pragmatic cooperation between the two countries in economy, trade, and culture.

After that, Mamadiyarov Dilshad (Vice President of Tashkent State Agrarian University) and Valiev Sayfiddin (Director of the Sericulture Research Institute under the Ministry of Agriculture of Uzbekistan) gave their speeches on behalf of trainees. They expressed their commitment to studying earnestly, engaging actively in exchanges, and transforming Jiangsu’s experience into a driving force for their national development.

During the opening ceremony, Secretary Yang Jianxin, Deputy Director Jin Shangjun, and Vice President Ren Nan presented the books to three representatives of the trainees.


The seven-day training program will combine theoretical study, case analysis, corporate visits, and research institute tours to help Uzbek trainees further learn about China’s practices in economic development and social governance, providing a platform to further expand bilateral cooperation in education, science, and culture.

The leaders from the Office of International Cooperation and Exchange, the School of Continuing Education, the School of Biotechnology, and the Sericulture Research Institute of JUST attended the opening ceremony.
